Windows98SE reports lack of space on Drive C (6Gb drive). Have deleted many files and little used programs but free space insufficient to run a new program I want to use.Sometimes free space increases after deletions , sometimes it reduces. I have a second HDD installed as drive D. It is 40 Gb and is 75% free. The new program seems to be set up in such a way that it is not possible to install it on drive D.

Free space actually won't become free, until you empty the recycle bin.
Check all temp, and temp internet folders and delete stuff there too.
Look in the Windows folder for anything that looks like $Blahblah877634761$
Delete those too. They are simply temporary folders for updates.
Another option may be to swap the larger drive for the smaller. This would give you much more room for programs on the boot drive.

If You use Norton System Works or Utilities and have Norton Protection for the Recycle Bin enabled, don´t forget to purge Norton Protected Files in options. Otherwise the space will not get freed until a certain time (default 7 days) have elapsed.

You could try uninstalling some apps from the C: drive and reinstalling them
    on D:
Personally, I would image the C: drive to D: then buy a larger drive
instead and restore the C: image to it - you will need an app like
Drive Image for this as the restore must be done in DOS, also a
Partition Manager to set up the new disk / fully utilise it.
    regards
