Windows Update and ADMIN ONLY error

    OK, I've just about exhausted everything I or anybody else knows, even after the initial response the MS folks don't respond anymore.

    Each and every time I try to use WINDOWS UPDATE, it begins to check for updates and then comes back with this

    Administrators Only


    To install items from Windows Update, you must be logged on as an administrator or a member of the Administrators group. If your computer is connected to a network, network policy settings may also prevent you from completing this procedure.

    Note If you are running a Windows 2000 (except DataCenter), Windows XP, or Windows Server 2003 operating system, you can run the local administrator account on your computer without having to log off and then log on again.

    To run as the local administrator in Windows XP or Windows Server 2003:


    Click Start, and then click All Programs (or right-click Windows Update if it is available).
    Right-click Windows Update.
    Click Run as on the menu that appears.
    Do one of the following:
    Enter the password for the administrator.
    Enter the user name, domain name, and password of a different user account that has administrative permissions on this computer.

    To run as the local administrator in Windows 2000:


    Click Start, right-click Windows Update, and then click Run As on the menu that appears.
    Do one of the following:
    Enter the password for the administrator.
    Enter the user name, domain name, and password of a different user account that has administrative permissions on this computer.

    If the option to run as the local administrator is not available:


    Click Start, right-click Windows Update, and then click Properties.
    Click the Shortcut tab, and then select the Run as different user check box

    I am and always have been running WIN98SE for which I understand there is no Administrator, besides this is my own machine, no network no nothing.

    I have run HJT, Adaware, spybot, CWshredder, Norton AV, Symantec, Fprot and half a dozen others. I have reinstalled the OS and IE6.0.

    I have gone thru all the listed errors on the MS site and none match. The ones that come close relate to WIN2000 and on not 98 and the suggested fixes either don't work or can't be done in 98.

    My update log shows one error (0x800C0008) but it again relates to WIN2000 which I do not have.

    I am also unable to get to www.microsoft.com I get a

    GATEWAY TIMEOUT, Server unreachable contact the administrator

    Just to confuse the issue, I was for one brief visit able to get to the microsoft site but I closed out of it to see if I could get back and I could not.


    Does anyone have a hint of what's going on.

    Some of there resolution's apply even when they say xp or 2k

    The error is caused by SSL (Secure Socket Layer). The scan process requires SSL and if the date and time on your computer varies too much from the valid date and time of the SSL certificates on Windows Update, the process will fail. Please verify that your computer’s date and time are accurate and that the Internet Explorer language option is not empty.

    To check the language setting in Internet Explorer:
    1. Click "Tools" and then select "Internet Options ".
    2. Click "Languages ".
    3. Make sure at least one language is listed in the "Language Options" dialog box.

    Please delete the Internet cache and cookies.
    1. Click "Tools" and then select "Internet Options ".
    2. Click "Delete Cookies ".
    3. Click "Delete Files ".

    The error 0x800A138F is displayed when scanning for updates, but the Windows Update.log file will show error 0x800C0008.

    This is a generic error number which indicates a problem with the SSL connection with our server.

    Some customers have resolved this issue by disabling or uninstalling internet acceleration software.
    Suggestion 2
    ============
    The error may occur because the language-setting in Internet Explorer is missing. To add a language, in Internet Explorer, select Tools-->Internet Options, and click the "Languages" button. Add a language to the list if empty.

    Suggestion 3
    Check the system time. SSL will not function if the system time is more than 100 days off.

    Suggestion 4
    Please uncheck "Check for server certificate revocation ":
    1. Open Internet Explorer
    2. Click on Tools
    3. Click on Internet Option from the drop down menu
    4. Click on the Advanced tab
    5. Scroll down to the Security Section
    6. Unselect "Check for server certificate revocation "
    7. Reboot the machine
    ========
    Some spyware/adware modifies the user agent, windows update will have a probem with that,
    copy and past this into IE's addressbar

    and copy paste that back here for us please
    and Post a hijackthis log, please dont be fixing anything without help

    can't remeber everything else I've tried,
    relisted some DLL's
    try to edit a couple of registry entires that don't exsist

    This is what I tried;

    2. Locate and then click the following registry subkey:
    HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

    3. Right-click the "NoWindowsUpdate" registry entry, and then click "Modify ".

    4. In the "Value data" box, set the value to "0 ", and then click "OK ".

    5. Close "Registry Editor ".

    6. Restart the computer. Note If the "NoWindowsUpdate" registry entry is set to 0 and you still cannot access the Windows Update Web site, perform the
    following steps on the computer.

    7. Click "Start ", click "Run ", type "Regedit ", and then click "OK ".

    8. Locate and then click the following registry subkey:
    HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

    9. Right-click the "NoWindowsUpdate" registry entry, and then click "Delete ".

    10. Close Registry Editor.

    But my registry end at policies with no subsequent entries so the changes suggested weren't possible.

    That usualy indicates-------^ hijackthis is being ran from inside a ziped fle,, not a good thing

    Log Looks great so does the user agent
    try turning Off Spybots tea timer to, not just through the tray controls,, open spybot to the resident page and uncheck it there..
    its buggy I have to say,, will be a great thing if and when the bugs are worked out.


    another thing to do is check in IE options >conections >
    "lan" and uncheck anything there, write whats there down incase it needs to be put back.

    have you tried setting windows update as trusted ? when doing so you should uncheck the box to require server varifaction
    so go there then add it and also add this to, this is where they come from now , since the blaster threat

    Its strange you dont have a windows update DPF = O16 -
    You can get and install one manualy

    Download new controls from http://v4.windowsupdate.microsoft.com/cab/x86/unicode/iuctl.cab and save them to your desktop. Follow the instructions below to extract the .cab file:
    1. Right click on iuctl.cab.
    2. Click "Extract to. "
    3. Indicate the location to which you want the file extracted and click "OK. "
    4. Go to the location you selected and right click "iuctl.inf. "
    5. Click "Install. "

    Hi Lonny,

    I closed out WinZip and just ran HJT from the deflaut location it was put in so I don't think it was run from inside winzip.

    I manually installed the iuctl update last night after I replied to you.

    I tried the lan option but nothing was checked (I have a cable connection)

    I will try the trusted sites thing, worth a shot although I admit I can get to the update site I just get the error after it starts checking for updates.


    Thanks again I'll go thru the stuff again.

    GFH--Do you have a HOSTS file? (not HOSTS.sam)
    Is a248.e.akamai.net or some other listing for akamai in it?
    Same questions about Restricted Sites (IE Tools|Internet Options|Security Tab)
    If yes to either or both, you should try deleting the akamai listings.

    Try removing this entry, it may not help, but it is useless.

    Resets OEM installation settings at bootup. Not required unless you're new to PC's

    And you do not need this running.

    Though I would rather figure out why windows update is not working for you it may solve the problem.

    when was the last time you were able to use it ?

    Are you saying there is a new security CD? When first offered the updates included were current as of late October 2003 although the CD, itself, carries a date of February 2004.

    Access Denied. Please check with your System Administrator (Windows 98 and Windows ME)

    Problem Description:
    When trying to access the Windows Update web site, Win98/ME customers may see the following error:

    Access Denied
    Network policy settings prevent you from using Windows Update to download and install updates on your computer.

    If you believe you have received this message in error, please check with your system administrator.


    Resolutions:
    To resolve this issue, please follow these steps:

    1. Click on Start, Run and type "regedit" (w/o the quotes). The Registry Editor will open.
    WARNING: Using Registry Editor incorrectly can cause serious problems that may require you to reinstall Windows 98/ME. Microsoft cannot guarantee that problems resulting from the incorrect use of Registry Editor can be solved. Use Registry Editor at your own risk.

    2. Navigate to the following key:

    HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

    3. You should see a key called "NoWindowsUpdate ".

    Check the data value for this key. In order to access the Windows Update site, the data value should be a zero "0 ". If the value is set to a one "1 ", then your PC is currently configured to DENY access to the Windows Update site. You need to change the value of this key to a zero "0" to allow your PC access to the site. To change the data value, double-click on the key name and set the value to a zero "0 ".

    4. Once the data value has been changed, close the registry editor, reboot your PC and try the Windows Update site again.

    If after verifying that the NoWindowsUpdate key is set to a zero "0" and re-booting your PC you are still seeing the Access Denied error on the Windows Update web site, then try these steps:

    1. Open the Registry Editor.

    2. Navigate to the following key:

    HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

    3. Select the "NoWindowsUpdate" key and Delete it.

    4. Close the registry editor, reboot your PC and try the site again.
