Start with searching the drive for a file named shelliconcache and delete it. Empty the recycle bin and reboot.

The shelliconcache file is a hidden file, and is in the Windows folder. You'll need to have Windows Explorer set to Show All Files to see it in order to delete it.
Windows caches icons in this file, and it is likely corrupt.

Mark is most likely correct but you can also :

    - Click Start Button
    - Click Run

Type the next line, then press Enter

    del C:/Windows/shelliconcache

    regards
