For some reason, now when I click Start|Programs, the Menu does not appear in double columns as earlier today. I need scroll down to a double arrow and then it comes up, but, at the same time, some of the selections are randomly highlighted (a light and dark gray).

I've not added any new programs to the system.
    Using WinXP Pro.

Right click the start button. Choose properties and see if it's set for classic. You want the regular XP menu.

It was set for Classic, and that's what I want.

Again, right click the taskbar>properties>start menu. Click the customize button and uncheck the line that says scroll programs. Also, uncheck the line that says use personalized menus.
