When I try to bring them up, they appear for half a second then disappear.

Example: I click run. Type in "msconfig" and if it even comes up (usually doesn't), it will disappear in an eyeblink

    ctrl alt del- the same.

I just did a search for a search page bug (perfectnav) attached to my computer. One of the things it found was an UNinstall Perfectnav function. I opened it, caught a glimpse, then it too disappeared.

Any and all help is appreciated.

Sounds like you could have gotten a virus or some really serious spyware on the PC to cause this sort of mess. First things to do

    - Online virus scan just in case you did get bit and it has disabled your onboard AV program. RAV is good and unlike some of the online programs, it will clean in addition to finding.

    - Spyware/malware cleanup. Download, immediately update, and then run ad-aware followed by spybot. Links to both in my signature.

If neither of these helps, post back but no sense try for fixes if either virus or spyware is breaking things since removing them may cure the problem.
