when Restart is selected unit reboots up to Found CDROM then shows following
    Initializing Plug and Play Cards
    Card-01 OPL3-SAX Sound Board
    Card-02 Boca Research 56,000 k56 Modem
    _
system now is locked up. After Power OFF and then Power ON the same thing happens. If after more than 15 sec Power ON system will reboot correctly.

Is it rather 15 sec with power being OFF?
Just addressing this one aspect...when you power off using computer "power" button, you should wait roughly 30 seconds before you power it on, using a very same button.

    Now, about your error...
Did you try to get the newest driver for your sound card?

I will gamble a bet on the fact that there is an IRQ conflict between the Sound card and the Modem.

    Any takers ?

I also find that the better thing to do.

I've reread your question, and...I have even more questions.
    1. When you power on your computer for the first time in a daily session, are you getting same error?
    2. Is that error present when you boot to a safe mode?
    3. When you successfully go to Windows, are you having any other problems, i.e. connecting to the Net?
    4. Any problems indicated in Device Manager?
    I'll stop here.

    Good questions broni

But if it should be a conflict between the two cards there is a possibility that NO PROBEMS show up in the device manager.

broni, correct, I should have said with pwr OFF for at least 15 sec.
Search for newer driver says this one is best.
No Conflicts are noted on Sys Info, some IRQ's noted but not involving Sound and Modem.
    Your four questions
    1. No
    2. No
    3. No
    4. No pblms noted in Device Mgr, Sys Info notes only Advanced Pwr Mgr driver missing.
I hope I've answered all your questions correctly, I appreciate your inputs.

It's pretty weird, maybe it has nothing to do with your problem, but do you have your Power Management enabled?

Advanced Power Mgmt is disabled. Perhaps I should remove it but it has worked with it like this before.
I failed to note that on a normal bootup the items noted are displayed for onlly an instant as boot up continues.

    Start with this simple troubleshooting.
Since your computer starts without any problem in a Safe Mode, go to "msconfig\startup ", take a note which entries are checked, uncheck all of them, click OK, and restart your computer. Starts OK? No error.
YES...checkmark one of previously checked entries, and restart. No error... checkmark another entry, and restart, etc.
    NO...post back here.

Been there. Done that!! Note: on that list, "Process Winstart.bat file" is not available. I've also performed the "Advanced Settings" list in the same manner, same result!!

It appears as though the problem MAY BE coming from the Autoexec.bat. So my question would be WHY are those two cards referenced there ? ( if they are )

Do you use ANY DOS programs that use the Modem or Sound ?

And that may also explain why there is no problem after a power off boot.

At the Start/Run line type SYSEDIT and see what is in the autoexec.bat. If there is any reference to either you can put REM + a space at the front of the line.

But then you may run into a problem with either the Audio or Modem in Windows. ( with NO PROBLEMS showing in the Device manager ) Internal Modems are well known for causing IRQ problems.

Hi Billy Bob, welcome to the WEIRD!!
I have no DOS programs running.
I'm running 98se, so under msconfig I get a System Configuration Utility which gives me access to all the tests we've been running.
Under Autoexec.bat there is only one entry "-By Windows Setup-C:\WINDOWS\COMMAND\MSCDEXEXE/D" disabling this has no effect on the problem. Also, Config.sys has four entries:
    DEVICE=C:\WINDOWS\setver.exe
    [common]
    DEVICE=C:\CDROM\CDTECH.SYS/D:MSC001/UDMA2/V
    LAST DRIVE=M
Disabling these entries has no effect on problem either.
This is best help I've rec'd AND I don't have to understand some Indian, from India that is!!
Forgot, Sound, Modem and CDRom all working correctly (?)

I would lean toward this also. I'd try setting the PNP OS setting in the bios to no and see if the bios can sort things out. If it's set to no already you could try yes and see what happens. This may or may not do the trick but it's worth a try before having to move or remove cards, etc., to troubleshoot it. Also, several times I've cured these type of boot one time and not the next with a bios update. I wouldn't recommend doing that at this time however. Explore the other possibilites first.

    HHHMMMMM !!!

Weird is the correct word for sure.

I am out of ideas right now.

But however I am quite sure ( but not positive ) that the problem may be on the DOS side of the house.

In the Windows folder there is a file named DOSSTART.BAT. Look into it and see what is there.

It should not come into play on a windows restart or even a normal boot. But something my well be messed up so that it does.

    HMMMM!!! Question.

Have you ever ( even by accident ) restarted into the MSDOS MODE ( not the MS DOS PROMPT ) from within Windows and gotten out of it any other way other than typing EXIT

If so that can mess up the boot files. BIG TIME.

Going to the MSDOS MODE is actually a DUAL BOOT process. Depending on how it is set up to go into DOS.

Under certain circumstances if anything goes wrong it can mess things up.

Under some conditions it does rename the config.sys and Autoexec.bat. And if not gotten ut of properly the files don not get renamed again properly.

I took a second look at the first post and from this I'm guessing it has nothing to do with the autoexec.bat or any other such file. Notice johnd584 says "when Restart is selected unit reboots up to Found CDROM then shows following ". The initializing Plug and Play Cards thing is one of the very first things you see when you start the computer. Also, the Found CDROM thing sounds the same. If it's freezing here, it has nothing to do with windows. Is this where it's happening or is it later during the boot process?

Set BIOS PNO OS to OFF, no change put it back to ON. As for IRQ's, IRQ 05 is Sound card, IRQ 09 is Modem. Seems we need a Windows Psychiatrist!!

I have to agree with Zander This has nothing to do with Windows.

For lack of any more ideas ( wild or otherwise ) at the moment I see a messed up DOS side of the House.

Especially if the possibility does exist that the MSDOS Mode has been entered into and not exited properly.

Been there. Done that. And hope to hello I do not do it again.
