    I have a picture of a flag that I would like to make wave like the American flag. Does anyone know how I can do this? :)

    In short, you can't. Single pictures don't behave that way.

    Animated .gif pictures are actually a series of similar but not identical pictures presented in a specific order so there appears to be movement.

    I haven't played with any of the software for creating animated .gif files and there may be a feature on some/all of the apps that will allow you to take a single picture and make similar copies so you can get animation. It would certainly be worth a look.

    Yes, you can :D
    Import the picture into Paintshop Pro's Animation Shop (or similar good graphics program).
    Use it's "Image transition" tools to make it wave like a flag.
    Save it as .gif

    I have Adobe Photoshop 7 and can't find the place to do it.

    Is that similar to Paintshop Pro?

    It is similar, but I know absolutely nothing about photoshop.
    I only know I can/have done it in PSP.
