at startup dial-up request appears - cancel this - when I access any other programs (that use microsoft files - i.e. norton progs as well as microsofts own software) the dial-up request appears again and must be cancelled numerous times before the program loads. If I am already connected to the internet the dial-up request does not appear and the programs requested will not load at all - why and what do I do?

    Start>Settings>Control Panel
Double click on "Internet Options ". Go "Connections" tab. Put a "tick" next to "Never dial a connection "

Do you have something like Norton set to automatically check for updates on the internet? Do you have a firewall installed so that you know what is connecting out?

I can tick "never dial a connection" and this fixes it but then I have to uncheck it to go back on the internet - a pain. It is a quick fix.
I do have norton liveupdate automatically set and i do have a firewall. live update always waits for me to be on the net before checking for updates. My firewall does not show me connecting to any site when I connect when my dial-up request appears spuriously. I think maybe windows has got itself in a pickle?

    Yes ,
I have been having this problem for the last couple of days aswell,
It occurs on both my internet computers, both pcs also have Norton on them,
the only differences are one is win98 first, and the other is win 98se
The dialup also appears when I hit shutdown on both pcs...
    Most strange???

With Broni's advice, that will stop the dialup. Now look for the culprit. It can be any number of software checking for updates, antivirus, etc. If you have windows critical update notification in your add/remove programs, that can be one also. If you have a dialup ISP, just put a shortcut on your desktop for dialup, and use it to get connected. You can leave the "never dial" checked. Just use the shortcut first, then open your browser.

DeeTee, careful piggy backing on an existing thread with your problem. It can get confusing on who is getting help, and what was done, etc. If its a serious pain, recommend a new thread.

It may be also some spyware/adware trying to dial up.
Run Spybot, Adaware, CWShredder, and HijackThis.
    Post HijackThis log back here.

I have been having the same problem and I believe that it has something to do with Norton AV 2003. I do not have the automatically check for new definitions checked and I do not have the never dial up unchecked. Also, this problem appears to come and go.

Hmm, Marv6, could you please start you own thread on this. It really gets confusing if folks are trying to solve three people's problem at once.
