i am planning to install a new hdd on my pc and i am planning to make an NTFS partition to install win xp, a fat32 partition to install win98 se and some other fat32 partitions for data files such as mp3's, setups etc i am planning to create the partitions for the data so that i could access them from both OS's.

Which OS would you recommend to install first ... shall i go with the XP first ?

    Thanks

Nope. You MUST install 98 first, then XP.
You can force an install to any partition, as long as it's FAT32, and once it's setup and running, install XP, and it will create the multi-boot menu for you automatically.

    I second ReBoot

When setting up a multiboot mix of different windows, XP goes in last. XP's boot loader will detect the other O/S and add them to a boot menu during the XP install.

OTOH - If setting up a multiboot with Linux there are several options as to how to go - I used LILO for my main boot loader with it pointing to a W2K install as the default O/S.

    Linux
    W98 (Java edition)
    W2K
    XP pro

All lived happily on same system.
