I wish it was that black and white.....
It could be program to "create applications ".
It may be "a program / library written in Python" to allow your computer to run applications, that may or may not be on your computer. Go to control panel / ADD/REMOVE program listing, does it have an un-install option... this is the safest way to remove programs. If not, give your post a day or two for additional suggestions.

The programs Un-install should have removed it safely. Let's hope over the next couple weeks something on your computer was not dependent on the program....
Another suggestion to give yourself a "time test" to determine if you need a program. Right click on a program name, choose "properties ". On the lower left of the view, click on the tab called "Find Target ". This will deliver you to the .exe file that runs the program. Let's use Python as an example..
    python.exe would be Re-named to "python.exe.OLD
Now close the file and for the next week or two do your normal computer stuff. If no problems, could / should be safe to remove the program.
