After about 10 minutes in Outlook Express or just in Windows i get a series of looped popups. The first message popup says to click on this popup to end these popups. I have not done this for fear of what might happen next. Clicking on the X to get rid of the first popup only brings another popup usually about six of them with messages that get gross and grosser. I can move them to the far side of the display and keep working. any suggestions of how to rid my puter of these embarressing popups woul be appreciated.

You may have some sort of ad/spyware application going.
Get SpyBot Search & Destroy, install it. First do the Update function, then do the Search for Problems. Remove everything already checked and has red letters.

If you have XP with Windows Messaging enabled, you may need to disable it, spam can come through this aspect of XP.
Disabling WindowsXP Messaging Service, not MSN messenger

Do you currently have a firewall? and I do not mean XP's firewall, as it does nothing to control what is connecting out.

I would also recommend you delete temp. internet files and clear cookies. Also check for BHO's, http://www.definitivesolutions.com/bhodemon.htm
A BHO is like a autostart/startup that only runs when you run the Browser.
Normal entries here would be Acro….. (Acrobat Reader) or Nav…. (Norton Anti virus).
