Windows cannot find PROGRAM.exe

    I have been having a problem opening online(e-cards) by just clicking on the link provided or opening my mail from my Yahoo desktop application. Or if I get a card or a fun page or something like that sent to me in Outlook express for example in all these instances, all I get is a box that reads "Windows cannot find PROGRAM.exe. This program is needed for opening files if type 'URL:http Protocol' ". I do not know what this is about. Can someone please help?
