    internet options>general tab>you have three options here:

    To change your home page

    -----choice #1-----------
    *Go to the page you want to appear when you start Internet Explorer.

    *On the Tools menu, click Internet Options.

    *Click the General tab.

    *Under Home page, click Use Current.

    ------choice #2---------
    To restore your original home page, click Use Default, which is generally Ms.com or in some cases an isp server site.

    ------choice #3--------
    Use blank
    *Sets the page to none or blank.

    =================
    Make you choice, click apply and then exit.

    The link didn't work for me, but if you mean when you go to Internet Options it tells you that you don't have access, do you have Spybot installed? If so, there are some checkboxes in the Immunize section of Spybot that will "lock" the Internet Options settings in Internet Explorer. Just uncheck them (bottom of the right-hand pane in Spybot>Immunize).
