The following may not work in every case and possibly depends on your combination of O/S, application etc but I had similar problem with Netscape Communicator 4.79 running under Win 95. After much time and effort, un-installing and re-installing Netscape etc etc - all without curing the problem I ran RegClean to deal with any errors in the Registry - that fixed the problem.
