I got Norton Anti Virus activated.

So, I'm composing an email via Outlook Express and all of a sudden I get this normal Norton box that says that Norton
    is checking my outgoing mail.

Hey, I ain't sending anything! Then I get another.
Shortly thereafter I get another notification that outgoing mail is being checked.

Bingo, I pulled the plug from the wall - computer goes down fast.
Best way I know to shut it off in a hury !

Question - what is going on? Am I being used by hackers to send mail that "I Don't Send "?

Did I do the right thing?

    Thanks

It's possible that someone sending you email has them flagged to report when they are received and when they are read.

Take a look under tools~options~receipts and see how you have it set. Change it to warn you if an email wants to send a receipt if you want to verify this is what's happening.

Anything show up in your sent folder when the "ghost sends" happened?

And were it me, I'd run an online virus scan like Housecall just to be on the safe side.
