e-mail picture missing

Hello:
Please advise why when someone sends me an e-mail joke with a picture, the picture never come through?
She has98SE on her puter, i have XP, we both use same ISP, both have internet explorer.
I suspect it is something someone sent her, and she is forwarding it,but i have no clue why it will not come through. I get a 'window" with a small square containing a small red x

Make sure keywords filters of email and pictures are used

AND Internet Explorer is the forum being searchrd

in toolbar, format, drop-down tab "send picture with message" must be checked
