kirkj2932--You could try uninstalling Norton's (expecially anything other than the Antivirus portion).
But, again, what about System Restore?

kirkj2932--It is a little hard to know whether you have solved the problem or not. If you did, what was the solution?
If you didn't, there is an ouitside chance this reference might help
    http://www.winguides.com/registry/display.php/537/
Also, why not run a spyware detector, like SpybotS&D as you mention?

i havent found a fix for this yet the problem with the registry fixes that are listed is that in windows xp the [HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\
Control Panel] isn't there the same with
    [HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\
    Control Panel]
after the microsoft there is no \Internet Explorer\Control Panel
ive checked in the registry of my other mech setup the same way and it's not listed ether

kirkj2932--Unfortunately I do not use WinXP so cannot supply the equivalents. Strange that the page I referred you to claims to be useable for "All Windows ".
What you could do us open your Registry and run Edit|Find on each of the Internet tab options. Be sure to spell them just like they are in that reference I provided (e.g., GeneralTab, not General Tab). In Win98 you keep clicking on F3 to search throught the entire registry for each item, since it could be in more than one place.
Also presume you saw there was a Page 2 to the reference.
    http://www.winguides.com/registry/display.php/797/
but I am concerned there is no setting for the whole item Internet Options.
I guess you know there is a Repair IE fix for WinXP, but it is very complicated compared to the one for earlier Win OS's

hello moma!!! I finaly got it, Ok the last post you gave me was very helpfull with a twist I had to remove internet explorer in add and remove windows components. It wasn't in the add & remove programs like most of the articles sed. then edit the registry for
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\Installed Components\{89820200-ECBD-11cf-8B85-00AA005B4383} right clickand select modify find (REG_DWORD)
Change the value data from 1 to 0, and then click OK.
this tells windows IE has ben removed.

Then I whent to microsoft for a fresh internet explorer 6 install for 2000 AND XP and it was no good it kept telling me that it wasn't signed for xp and wouldn't install sow I returned to the add & remove and re checked the box to install internet explorer and bang it worked.

IM telling you this was a hair puller I had tried the add & remove windows component befor but without the registry change

I thank all for the helpfull post's and hope this can be of youse to others
