I have had to reinstall Photoshop 7.

I formerly had no problem rotating by using the measure tool for accurate rotating a scanned image. The arbitrary option grayed out

At first, I thought it was because the file was not JPG so I tried saving in JPG format but THAT option was not there either.

I re-installed to make sure that the JPG was one of the formats that would load into Photoshop but it did not change and I was not even able to load a JPG graphic into PS.

Something is radically wrong and the help file doesn't give me a clue.

    Tenbob,

I've used PS 5 thru' 7 for several years and not come across the problems you mention.

First off I would reset the measure tool - if that doesn't do the trick (doubtful) I would uninstall 7, run a regcleaner or two to remove all traces and re-install.

Then update to 7.01 - free download from Adobe - note it will not load on certain pirated versions. (No implication here :))

If I remember correctly rotating arbitrary requires that the image NOT be a bitmap (1 bit image, where the image is either 100% black or 100% white), therefore go to image/mode & change to grayscale, rotate, then change back to bitmap.
