Right click on the desktop and choose properties. Click on the desktop tab and then on the browse button. Find your html file and click on it so it's highlighted and then click open and then click apply. Then, if all you want in the theme is the wallpaper click on the themes tab and click save as and save the file with whatever name you want. If you want certain sounds, cursors etc. with the theme, skip the previous step for now and just close the window. Then go into the control panel and change your sounds and cursors to the ones you want to use for the theme. Once you have everything the way you want it, right click on the desktop and on the themes tab click save as and save it as stated previously. Once you've done this it should show up in your list of thems. Hope this helps. If you don't understand any of this post back.

Thank you, Zander. But it doesn't work.

    Hi Zander,
Thank you for your help. But I got some problems to follow the steps.
First, I can't choose any html file from "Display Properties" after I clicked browse button. It only allows me to choose any *.theme file. I tried open my html file then saved it as one *.theme file. But every time when I choose this themem file from "Display Properties ", it always tells me "this is NOT a valid theme file ".
Second, I can't choose what I want for my cursor and sound from control panel. What I need actually is within that html file. That html has a java script to track the cursor. I don't know how to embed this java script to the wallpaper. So I think what I can do is just find a way to make a valid *.theme file from this html file.
Could you tell me some details for doing this?
    Thank you very much.

From what you've stated here it appears you missed a step. You have to first click on the desktop tab of the display applet and then click the browse button there. From what I understand, you're trying to select it on the themes tab. You can't do that. You first have to set the html file as your desktop wallpaper (on the desktop tab). Once you've done that, click on the themes tab. The sample theme should now be shown as the html file you chose for wallpaper. If it is, click the save as button, save it and it should then appear as one of the theme choices.

    One more question.

    Hi Zander,
I tried again. I don't know if my steps are right: I right-click on the desktop and choose properties. There is onle four tabs on the applet: themes, screen saver, appearance and settings. There is no desktop tab. Could you tell me what's wrong?
    Thanks.

What operating system are you using? We have a Win98SE system and also a WinXP Home system and both of them have 5 or more tabs on the Display Properties window. One of the tabs should say Desktop or Wallpaper.........

    Regards

The OP is WinXP Progessional. But I don't have the "wallpaper" tab or "desktop" tab. Is that because our computer administrator haven't install it for me?

Most likely that's the cause. I know you can hide access to the entire display applet. I think that individual tabs in the applet can be hidden too. Anybody else know? You might talk to him or her about it and see what they have to say about it. Let us know what you find out.

I asked our administrator. He said there is one key in registry book to let the tabs hide in the property applet. But I am not sure which key. Does anybody know it? I will post it if I get the answer.

    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System

Look in the right pane for a value that says NoDispBackgroundPage. If it's there, right click on the value and choose modify. Change the one to a zero. The alternative is to just delete the value.
