erratic fan

    Have an old 400 comp with win 98. Getting error msgs and found out it was because of my power source fan not working correctly - very slow. Had a new super rpm one put in. After a few weeks this one varies in rpms. Right now it's not turning very fast at all. Starting to get error msgs again. What controls fans? Do I need a new power source with the fan? Thanks.
