This system configuration sceen is part of your BIOS, have it load Setup Defaults, then go into CMOS settings and have it Auto detect the hard drive. Then back out to the first screen and select BIOS settings and change the boot order so the CD is first, back out and select Save and Exit, it will restart.
    Post back what happens.

The Recovery CD's are usually bootable, or have the CD in the drive and then turn the computer on. But this is dependent on the CDROM being the first accessed in the boot order.
In this 'sys config screen" do you seem something like CMOS or BIOS on the screen?
This is a Compaq, isn't it? If so, what model is it?

However, you may need a bootdisk that gives you dos access to the CD. Double click the downloaded file with a floppy in the drive and one will be created for you.
When booting with the floppy, choose CDrom support, watch for a message giving you the drive letter for the CD. It will not be the one you are used to.
But this method will not autostart the CD.
Do this command at the prompt, and it will give you a listing of files at the root of the cd.
dir X: [X being the drive letter for the CD]
