Hi BobbyScot, What program is causing the problem?
Is this the Program Menu that opens when you click on Start icon?

Hi Retiredlearner, thanks for response. Program is UTorrent and it opens on Bootup - Desktop Icon screen. It is unticked for Startup with Windows. It is only started with Windows 1709 Autumn upgrade. Thanks Bobby.

Make up is different in version 3.5 presently installed. Something drastic has happened as updates for CCleaner Pro has completely erased my copy installed. Reinstalling CCleaner, proves impossible, each try shows captions "Error Opening file for writing", "You may not have the appropriate permission". These errors have just started yesterday.
Checking CCleaner through the Registry, shows no entries or reference to Periform and CCleaner.

Where do you save your Downloads to?
Open Control Panel > Programs and Features > should be installed and shown in there.
    Did you run CCleaner recently?

Downloads are at present saved to Desktop under Downloads Icon. Checked CP>Programs & Features - uTorrent is listed, but clicking it shows that "You don't have appropriate permission". Malware shows on screen periodically it is blocking it. Since a caption displayed a new update is available (not in CCleaner window), I clicked it and now CCleaner has been completely uninstalled. No matter how often tried to reinstall CCleaner, message "Error opening file for opening" and "You may not have the appropriate permission" As it stands presently, through stupidity in updating CC outwith CC, has cost me the loss of CC. I made a restore of OS to a later date, this did not cure this error. Worse if I uninstall uTorrent it too can not be reinstalled and this could apply to all current programs.
Both Malware and McAfee LiveSave report no errors or infection.

Reading your response, I am in deep trouble (1) No trace of CCleaner is found on my computer, or the Registry, it has completely vanished. (2) For some reason all restore points are after August 2017. So much for Windows 10 updates. I have an HD solely for any monthly or as MS sends out.
CCleaner simply refuses to update without explanation as to why, somewhere in the Registry is the answer. Libre Office also refuses to update, at least it remains in a working state.

May be your next best move would be to visit the Malware Forum and see if Broni can help.
ALL Microsoft updates need to be installed directly into the OS.
You have W10 Home Prem and don't use Defender?
Who better than Microsoft can develop an AV to protect their OS?

Well!! Today CCleaner software installed satisfactory and now working. What caused this error remains a mystery. I do not know about Defender as it certainly has not high recommendation for being reliant except it crashed many time when in use on my computer. Trouble remains with uTorrent insisting to show at each boot up screen.

Why not try uninstalling McAfee and see if uTorrent works as it should?

Yes indeed, worth the try. Made to believe that McAfee is hard to remove entirely. Still CCleaner is back in working condition, leaving uTorrent trouble, it requires to be closed at each switch on. For a six months computer, it is certainly now running slower and more annoying, uncontrollable LED sequence light, trust me in buying this HP computer!!!!!

Remember this is a "Gaming" design comp and would not be used too much for ordinary everyday comp work.

Am I correct in thinking, that I have bought myself the wrong computer for general purpose use?
Where? in the set up can I find what is starting up uTorrent at each start up of the computer. Checking Start up in Revo it is not listed or can I find the Boot up facility, certainly somewhere it is programmed to do so, as it is well known computer needs commands before any action is carried out.

Open Task Manager > Startup > should show what is happening.

Task Manager: shows 4 items. CCleaner Enabled. ClockX Enabled. HP Message Service Enabled.
Malwarebytes Tray Applications Enabled. No mention of Utorrent. The first two items are used.

I tried to install uTorrent on my comp to see if it would run OK - but it was stopped from installing by Defender as suspected virus.
Maybe someone else can help with your problem?

A good suggestion, required for certain software downloads.
