Since the current, Creators Update, (1709), download on my main computer I have had two lots of security updates, on 3rd and 15th November respectively. These are detailed, as usual, under Settings / Updates/ Update History.

However there is no section for "Other Updates" and no sign of any download of the MRST.

On two other computers that have yet to have the 1709 update, the "Other Updates" information is shown. The latest MSRT on those are dated 11 October and 16 November respectively.

It seems that the MRST is not necessarily released with the same updates although it is usually a monthly occurrence.

Presumably at some stage the latest version will be loaded and, on the 1709 box the secondary folder "Other Updates" will appear.

Is this a reasonable summary of the situation?

Hmmm, are you sure? Just checking here, I see in my update history, "Other Updates" way down at the bottom of the page. And in there I see an MRST entry dated November 2017 (KB890830).

No, there are just the four entries showing.

    15 November - 4048951 - Flash update
    15 November - 4048955 - cumulative 1709 update
    3 November - 4049179 - Flash update
    3 November - 4041994 - update for 1709

I have all those (and more), but they are listed at the top under "Quality Updates". Below that section, I have two items listed under "Driver Updates" (these are based on my hardware) and one item under "Other Updates" and that is the MRST.

In Advanced options, do you have "Give me updates for other Microsoft products when I update Windows." checked?

    go to settings>update & security
select "Troubleshoot" in the left column, select "Windows Update", click "Run the troubleshooter"
it will probably say, "Download and install pending updates" click "Apply this fix".

Yeah, if that option is not checked, running the troubleshooter is a good idea. Well, it won't hurt to run it anyway.

    Interesting.

That option was unchecked (unbeknownst to me!) so I have now (re)checked it so I'll wait and see what happens before I try the other suggestions.

Very odd, tbh, because on my other computers, (yet to be upgraded to 1709) the option is checked as it has always been. I wonder if the recent upgrade to 1709 changed the setting? Seems odd if it did. Anyway, I'll' wait for the next daily check to take place.

I have it under "Other Updates" but the name is strange: Windows Malicious Software Removal Tool for Windows Insider Preview and Server Technical Preview x64 - November 2017 (KB890830)

As I recall it ... ... there has not been anything "insider" or "preview" about it before!

I think the issue has now been resolved. However the process was quite complicated as the following will indicate.

Stage 1, renabled the "...other Microsoft products ..." option.

This didn't really help although it did download three items:

KB4023307 - Security update for Silverlight
    KB2993939 - Security update for ASP.NET MVC 2
    KB2538243 - Security update MS Visual C++ 2008 SP1
(Not sure why or where something that old is used unless it is in Visual Studio)

This did not download the MSRT.

Next step, used the Settings / Troubleshoot tool. This did offer the chance to "Download and install a pending update"

    Did that,but, no effect.

Re-ran the Troubleshooter and checked for any other issues. This reported that a "Potential Windows Update database error detected" that was not, or could not, be fixed.

Checked for online solutions and found information by visiting www.kapilarya.com/potential-windows-update-database-error-in-windows-10

This proposed the following 10 steps, via the Command prompt::

1 - net stop wuauserv [enter]

2 - net stop cryptSvc [enter]

3 - net stop bits [enter]

    4 - net stop msiserver

    5 - Ren C:\Windows\SoftwareDistribution SoftwareDistribution.old [enter]

    6 - Ren C:\Windows\System32\catroot2 Catroot2.old [enter]

7 - net start wuauserv [enter]

8 - net start cryptSvc [enter]

9 - net start bits [enter]

10 - net start msiserver [enter]

Carried out steps 1 and 2, but step 3 failed, reporting that "BITS not started ..."

At that point I decided to start at step 7 to restart the services.

Step 9 restarted BITS with no reported issues.

After completing step 10, manually forced a search for updates.

Almost immediately the "missing" MSRT info came up.

This downloaded and installed itself correctly, so that I now have, after all the hassle, the expected "Other Updates" link and confirmation that the MSRT tool was successfully installed on 21/11/17.

    Phew!

Sorry for such a lengthy post but hopefully, it may help anyone else who comes across this issue.

Looking good. I'll be monitoring the next few updates carefully though, just in case!

As an interesting side note to this topic.

I used the "Services" option, (Start menu / type "services"), to see the setting on three computers.

On the ver 1709 box the setting for BITS was "manual"

On the ver 1703 boxes, (the update has yet to reach them!), one was set at "manual" and the other at "automatic". Both of those had carried out all updates, including MSRT, satisfactorily and yesterday downloaded yet another 1703 security update, KB4055254.

I wonder what is the correct setting for this service. I have never made any changes to any of the boxes. I assume that the "manual" option allows the service to be triggered when the daily update check is carried out. Still wouldn't explain the initial issue, though.

Thx for that. I have now changed my main box to that setting.

No idea what it had been in the past before this issue arose. Currently it was on manual atm and had/has never been changed by me. Can't answer for the impenetrable actions of any MS update though.

    How strange.

After restarting today the setting has been changed back to "manual".

Oh well, see what happens when the daily update check finds something.
