I read in another post (which was closed) that you couldn't set permissions with Windows XP HE (Home Edition). I've recently had to deal with this also and have found on the net how to do it.

To set permissions with XP HE, reboot and hold F8 (go into safe mode). Now the security tab will be available through the properties selection.

That does work but only if you log on as Administrator. Other accounts the run in safe mode still don't allow enough access to the system.
