Use the System File Checker to replace C:\Windows\System\Appwiz.Cpl. Start\Run type in SFC and press Enter. Select extract one file from installation disk, and follow the prompts.
Restart in Dos Mode and do this command.
    scanreg /fix

No need to use PM's besides it takes away from the value of a forum,, ie others will probaly have a better idea and suggestions
Have you tried what Mark suggested ?

Is your install of windows from a microsoft cd or an OEM pc ?
oem like HP , micron, DEL etc etc.
Have you recently used a registry cleaner/fixer/optimizer
Out of curiosity what are you trying to do with windows setup
