Windows ME Safe Mode

Help
I have a compaq Laptop given to me by my brother in law
there is no floppy drive but it does have a external cdwr that I have used to load software.

Up to last night the computor was working ok

This morning it is hung up at start up by recycling between the COMPAQ screen and the Windows ME opening screen
How do you get to "Safe Mode "? in Windows ME
or is there something else that would allow boot up.

Have you tried tapping on the Ctrl key at boot up?
