I've been having this issue where I can dial up and connect to the Internet, but when I try to access any website, I keep getting that the website cannot be displayed or found. I've even checked my neighbors PC which uses the same ISP NetZero and everything works fine. What can be causing the problem and how can it be fixed? Does something have to be reset or is it something else?

You say you can "connect" to the internet, but it does not sound like you can, unless you mean you get to the NetZero home page but no further. Is that the situation, or do you get to no website at all?
How are you trying to access the websites? Clicking on links or cutting and pasting URL's into the Address line?
Are you using NetZero's free service? Have you perhaps exceeded the 10 hour a month online time limit?
Do you hear the dialup modem screeching when you start?
What version of IE and Windows are you using? I assume you use IE.
We need some more info to be able to help. But you could try IE Tools|Internet Options|Programs tab and check the box "IE should check if it is the default browser ", Apply|OK. The next time you boot, you will be asked if you want IE to be the default browser. Click Yes.
