OK, so I'll admit right now this is not really a Vista issue, but the box is running Vista.
It's a Gateway model GM5483E (at least I can't be blamed for building this one!).
When it fires up, or comes back from sleep mode, it has a VGA box dead center in the screen that stays there for a solid minute. It rides above everything else on the screen, and to say this is annoying is a bit of an understatement.
I tried calling Gateway, but they barely spoke English, and couldn't find the answer in their support text. (Am I being kind or mean?)
So, can anyone tell me how to shut this turkey off?

That "vga box" is hard coded into the monitor itself and gets displayed when the signal is cut. When Vista loads or wakes up, the monitor signal gets refreshed and the signal is cut temporarily. If it takes as much as a minute to refresh then something is probably amiss with monitor/screen settings. Or some other application/program is busy doing something and delays rest of system from loading. Antivirus programs can delay boots and wake ups. Check settings in antivirus program.

Find the model number of the monitor and do a search for it at Gateway (it is a Gateway brand?). Check for drivers, FAQs and check through the User Guide.

There will be buttons on the monitor that will bring up settings on the screen, check those. For example, is it set to a Digital setting when it is running on VGA (or visa-versa)?

There may be a setting that is hard for the monitor to make.

I tried switching video modes (big mistake), and lost the picture completely. Apparently you can only access the controls on this monitor when it's receiving a signal.
Took the monitor to another computer and w/ a restart (of the computer) the monitor went back into auto mode and is working again. (I had switched to composite and it was a miss match, since the output on this computer is VGA.)
So now I'm wondering how to get the VGA sign off again.
But, the good news is it has shortened the time the VGA is on screen. It seems to toggle between long and short mode (on screen).
The manual doesn't address this issue.
