user permissions issue?

    OS: Windows 2000 Pro

    I have two users on my system, the Administrator and dave.

    dave is part of the power users group...as far as I can tell.

    I have a java app that connects to a port on my local machine.

    When I run the app when logged in as dave, I get a connection refused on that port, when I run it as the Administrator, I don't get that error.

    So is this a question of who runs the app, or is it a question of the port opening and closing when I log in as different user...or what? I'm pretty lost here.

    I thought maybe it was the perms on the java class files so I bascially granted all and any kind of access on the files to everyone and tried again to run it as dave and still got the connection refused on the port. (port 5555).

    Thanks for any help you can give me.
