When composing a new email I don't have a font toolbar visible on the page.
    How do I get this?

I remember that in the old days, there was no toolbar if plain text was used. Not sure about that. In TB check View(top row)|Toolbar, and see if there is a check mark to the left of "formatting toolbar" line. If not, click on that line..

    greetings,

I believe that message composition is on a account by account basis.

select account in left panel, select properties - composition and addressing -
top choice: Compose message in HTML......this will compose the message in HTML - (fonts toolbar shows).

Other factors come into play when SENDING the message.

Please see Read section 2 here

    HTH

    regards:captjlddavis
