Windows Vista System\regutil.dll problems

    I'm running vista most up to date version on an Inspirion 1721 laptop from Dell.
    Each time I turn on the laptop and windows starts to boot up I get multiple window pop ups showing "windows\system32\regutil.dll" error affecting each program that boots up at start up.
    My question is what does this error mean? and how do I fix it?
    Any help for this computer beginner would be helpfull.
    Almost forgot...I've done a system restore as far back as possible...10 days without any fix.

    Sounds like somebody has been in the registry or ran a registry cleaner.

    Hi and welcome to the WindowsBBS community.

    I see some references to programs by Ulead, like Ulead DVD Movie Maker and Ulead Photo Explorer. Do you have any Ulead programs on your computer? It looks like Toshiba computers might have them pre-installed.

    You could uninstall them if you have (Control Panel -> Programs and Features). If you want to reinstall them and they came with the computer, the manufacturer will have a reinstaller somewhere, check the information they have about their software.

    If not Ulead, go to Start -> Computer -> C: drive -> Program Files and type regutil.dl in the Search box [just .dl not .dll], see if it listed in a program folder there. You can go to the System32 folder, find the regutil.dll file, right-click on it, choose Properties and look through the Details tab information for which program it belongs to. Uninstall (and reinstall, if you want) that program.
