It draws from two places and things listed either place should show up.

    Documents & Settings~all users~start menu
    Documents & Settings~your user account~start menu

If things are missing you may have to add them. Hard to say why they went missing in the first place though. Things that come to mind
    - corrupt user account
    - corrupt other system file (not sure which one would do this)
    - virus
    - sypware

If the missing items are mostly those that should be in your user account then the account is probably bad. Best bet is to
    .. create a new account
.. copy all the data you want to keep over from the old account
.. put the new account into security so it has the rights you need
    .. delete the old account

If you are fond of the account logon name you use now, just rename the bad one to something else, create a new one with the name you like, and copy all the stuff from the old account. XP deals with user accounts based on the account's SID (security ID) so as long as you don't try to duplicate an existing name, no problems changing things around.

I don't think I'd try this with the All Users account unless you run something like Roxio's GoBack so you can revert if things go bad. I have no idea if renaming a system account would cause problems or not.
