I am experiencing Internet Speed problems.

Usually when I have problems it is my Download speed that's crappy and it almost always turns out to have been my ISP's fault and is OK within a day or two at the most. However, this time ,my download speed is OK but my Upload speed, which is usually around 397 kbps (and has NEVER varied from this before),is only around 20 kbps.Thos has never happened before and it has been like it for 3 days now.I have purged my Cookies,Temp Internet files and cleared my History.I have also went into Safe Mode and deleted all content in my /local settings/temp files and my windows/prefetch directories,to no avail.I have also tried restoring a Norton Ghost Image to a time I KNOW everything is good with my Windows XP Home, also to no avail.I tied disabling my internal ADSL modem and using the USB Voyager modem I got with my BT Broadband 3 years ago.Still it is the same.
Can anyone explain why this is happening please?
I have run Adaware,Spybot and have Zone Alarm free firewall and AVG free Anti virus running.

Well,it seems you were all as stumped as I was.:D

It has suddenly started working again this morning:) .It must have been my ISP all along,I wish they would just bloody tell you when they are doing work that affects the line speed. At least then I would know it wasn't a fault at my end but when I outright ask on BT Broadband help the never answer the question, they just start to ask you if you've tried this or that. It's bloody annoying when it turns out to be at their end all the time.Rant over.
    Thanks folks.:)
