Password protect file access

    For a particular file. if any access is requested (WIN98SE)
    I want to bring up a password-input window to allow the access.
    Only problem is, I cannot find a free/cheap app to do it.
    Searched these Boards and Internet already with no luck.
    Most of them are based on Folder restrictions - and are not for
    individual, specified files.
    Anyone have such an app or can give me a link ?
