    Hello.

My system runs Win 98 SE.I installed my mobile phone's software (Panasonic X700 PC SOFTWARE SUITE actually) and after uninstalling the suite i could not open Outlook Express. The classic message "Outlook Express could not be started because MSOE.DLL could not be loaded" came up.After re-installing the mobile phone's suite, everything worked fine again!!!This keeps happening every time i install or uninstall the software! If it's installed my OE works just fine, if it's not it doesn't open.

Is there a way i can fix the problem WITHOUT having to reinstall Outlook Express? Because i 've searched at Microsoft KB and the only solution they provide is this one.But the mobile's software seems to be creating the problem.

    Hope you can help me,
    thanks in advance. :)

    OUCH !! Memories come back.

    And/or my thoughts.

For lack of a better explaination I think you have some VERY BADLY written install/uninstall software.

It should not be replacing or taking out files that are needed for normal Windows/OE operation. Or files that are needed for other programs.

Or, the install should be checking for " IF EXISTS leave alone. "

I think I would be doing some serious discussing of the matter with the Auther of the Software.

I had the same basic problem with some older Siearra software if I used the programs uninstaller.

One way to maybe help would be to climb all over that backside of the auther of the Software.

Whether we can help or not I do not know for sure. But the Auther of the Software sure should be able to.

BTW. Thank you for the inadvertant warning. A Family member was asking me about that software. Now I can at least caution them about what could happen. And I know for sure that at least one of them use OE quiite heavily.

This post will be printed and shown to them.

    Np for the warning. ;)

I 've send an e-mail at their support, but i don't think they will help.Let's hope i 'm wrong. :)

In the meantime, if anyone else in here could help, it would be more than welcome. :(

In 98SE it is very easy to effect a Repair of IE/OE .....

Control Panel > Add/Remove Programs > Microsoft Internet Explorer > Change/Remove and select the Repair option.

Whether or not this will do the trick is an open question :)

I did what you said, but :
"Internet Explorer 6 could not be repaired.
Please run Setup again to reinstall all components. "

and after pressing the "Details..." button:

"Internet Explorer 6 cannot be repaired due to the following errors:
    File ATL.DLL is missing. "

    Later Edit
I googled the file and replaced it in the Windows folder.I followed the repair procedure again and it worked! The problem is solved and OE seems to be opening even faster than before!

Thank you very much PeteC. :D

BillyBob i guess that you can now print the solution to my problem for you family member, too!It 'll seem helpful if he decides to install the same software. ;)

Glad to hear you got OE fixed, but puzzled as to the missing dll. Could be that the Panasonic software has a poorly written uninstaller.
