Odd file

    I am occasionally finding an odd file on my desktop with the name ~. I don't know where it comes from or what it is. Last night I was setting up an e-mail account for my son and found this file also in the Outlook express program directory. A norton virus scan detects nothing. Can anyone tell me what it is?
