Do you receive any other messages with that error code? Basically you should have.

This could be Malware infection, what is your current Antivirus and Firewall installed?
Does hard wired to the modem connect? (ideally though an Ethernet cable)

    Here is IE Reset: http://support.microsoft.com/kb/923737
IE Reset will reset all your IE settings, remove all temp files, and disable all addons.

Another option would be to try a Winsock Reset on your Network:
Manual steps to repair or to reset Winsock for Windows Vista users
    1. Click Start, type cmd in the Start Search box, right-click cmd.exe, click "Run as administrator ", and then press Continue.
    2. Type netsh winsock reset at the command prompt, and then press ENTER.
    3. Type netsh int ip reset at the command prompt, and then press ENTER.
    4. Type netsh interface ip delete arpcache at the command prompt, and then press ENTER.
    5. Type Exit, and then press ENTER.
    Restart
