First thing to try is registering it.

Click on start, on run, key in
    Code:
    regsvr32 c:\windows\system32\MSWINSCK.OCX
    and click OK.

If it works, you should see a message saying "DllRegisterServer ... succeeded ".

Note the space between regsvr32 and c:\.... (or where ever your OS runs from).

I am sure that newts suggestion will get you resolved.

I have a followup question. What is running at startup? Something you have is trying to load that OCX. This is not nessicarily a bad thing, but since its broken, may be worth verifying. Since that is a VB control to access the internet, and its not installed properly, i wonder if the program was something you are aware of being installed.

You can Start->Run MSCONFIG and use the startup tab to selectivly disable things until youve identified the software. Another easy way to figure it out would be to get and post a HijackThis log, which enumerates the programs configured to load at launch.
