Mouse Pointer & Tool Tips

    Running Win XP SP2. When placing the mouse pointer over icons in the system tray and task bar to read the "tool tip ", some icons will display the tip correctly while others display the tip BEHIND the task bar and system tray so that you can NOT read it. In addtion to this behavior with system tray icons, the mouse point over the quick launch items such as Internet Explorer and Outlook also display BEHIND the task bar making the tool tip not readable.

    What causes this?
