Try using the Autologon feature in TweakuiXP - note this version requires SP 1

You should be able to uninstall net framework through Control Panel>Add Remove Programs.

    According to MS -

    To Uninstall the .NET Framework

Click Start, point to Settings, and then click Control Panel. (In Windows XP, click Start and then click Control Panel.)
    Click Add/Remove Programs.
Click Microsoft .NET Framework 1.1 and then click Change/Remove. (In Windows 9x, click Add/Remove.)

or look here - the .NET Homepage
    http://msdn.microsoft.com/netframework/

If Microsoft Net Framework doesn't appear in Add/Remove Programs, then you probably didn't install it.

Go to Start>Run and type in (or copy and paste from here):

    control userpasswords2

    Click OK.

See what's listed there. The minimum is "Administrator," your user account and "Guest. "

If you don't want to mess with what's there but just want to bypass the logon screen, uncheck the box "Users must enter a username and password to use this computer." Highlight the account you want to log onto automatically, click OK. Enter a password in the box that pops up or leave it blank, click OK.

Next time you start up, it should automatically logon into the account you specified.
