Limiting Bandwidth to Users

    Hello,
    I have a small network with a few computers on it and I need to find a way to limit the bandwidth that users are allowed to use, People just love to abuse P2P programs. The internet connection goes into my win2k machine and then out to a hub. From doing some research on the internet I found out you can use the Qos packet scheduler to accomplish this, but nowhere can I find out exactly how. If anyone can tell me how to use Qos or tell me another way to do this I will be very greatful.
