In all honesty "I just do not know "

If you can get rid of 5.5 and go back to 5.01 it * MIGHT * help.

I assume the arrow sited and described as being under the cap key is the shift key. Other keyboards tested show the same problem and with the help of shift key letter "c" is encoded and detected during the scan phase.

Normally, the shift key and a letter key will give a cap letter. With the cap key set, shift key, and letter key will give a small letter. Are you able to get a cap letter "C" under the circumstances described? Your description of the problem indicates a small "c" instead of cap letter.

The problem it seems to me is in the encoder circuit. I don't know of any signal from the internet exployer that would cause the very specific problem that has been described. In fact I am not aware of any necessary internet signals as input to the encoder!
