Are you saying that you installed Win98 on a hard drive and now plan to move that drive to a new PC? If so, Yes it should work but when you boot it up for the first time it is going to have to go through the process of discovering the new hardware. You will need to have drivers available for any devices (sound card, modem, etc.) that 98 might not have drivers for.

You will be asked to reboot a number of times. I usually wait until it is finished finding all the new hardware and then reboot.

Do you mean that you have a computer, already running with 98, and you want to replace the operating system drive with a new one?
If yes, it is possible to transfer 98 from drive to drive without installing windows or any hardware, just ask.

NO !!! Or at least it may not.

Not if you allow the new machine to boot to the HD the first time. Too many hardware changes. Starting right with the Motherbaord.

In the same machine it may work. But not in a different machine.

Put the HD in the new machine. But boot to the Floppy and reinstall 98 over itself. This will pick up the MB changes and other things better.

I have done it that way twice and have had NO PROBLEMS. Of course I did have to get new drivers for the Audio ( maybe ) and the Video.
