ie on NT4

I have recently aquired a machine running NT4 Sp6a. I installed I Explorer and a modem. When I attempt to go online my modem is recogonized, I am validated and connected to the server but there is never a page displayed.
When I boot the machine I get one service not started "The Server service terminated with the following error: Not enough server storage is available to process this command ".
Could this be causing the problem I am having with Ie? How do I resolve this?

I think This is probably what you have run into or some other very similar situation.

Get the 128bit (encryption level) of the service pack and reapply it. Download available http://www.microsoft.com/ntserver/nts/downloads/recommended/SP6/allSP6.asp

If that doesn't do it then we will need specific details from your event logs about the error.
