here comes a pain

hi guys last time during antivirus scan i got a virus inside folder
c:\windows>downloaded programme
i tried to deleted but it won't deleted then i deleted the folder downloaded programme
after then i restart computer and when i startup windows comes a error message appear load c:\windows>download~1>cnsmin.dll corrupt
so this is problem when i restart erro message appear and i also checked system file checker didn't find any window file.
may be cnsmin.dll i tried to copy download programme folder from an other computer and paste into windows> but still same problem any idea and help where i can download this dll files
