I am using Paragon Hard disk Manager Professional and I am slightly confused as what to do, I have 2 partitions one called "C" Drive (HTFS) with 163 gig free and the 2nd partition called "D" (Fat32) which is 3.68Gig in size.

All I want to do is remove the "D" drive and incorporate it back into the "C" Drive so I have one drive, I have the following options presented to me in the software they are as follows:

    Format
    Delete
    Wipe Partition

What would you suggest is the route to go?

Suggest you choose none of the above - do nothing.
The only way you can combine the partitions is to delete both and remake and format into one partition, which means you'll have to reinstall all the software and, of course you'd better back up your data.

That is, unless the program you're using will enlarge the c: partition without loss of data. I'm not familiar with it, but it doesn't seem to be in the options you mentioned.

Checked it out and "Change the existing configuration with data in any conceivable way - separate and secure important data on dedicated partition, move free space among partitions, change partitioning for new operating system or data" sounds like it should work, but you'll have to find more options. One thing you might try is delete the tiny partition (can't hurt) and then see what your options are.
