I am running out of IP addresses. I have created another DHCP scope and made it a Super Scope with my existing DHCP scope. However, whenever I attempt to use an IP address from that part of the scope, my network will not see the computer. I show the Super Scope "active ", however, it will not issue or accept IP addresses. What did I miss?

No, I've got that & the gateways & options, Everything is the same as my original scope. I had a problem last month on another problem, and Microsoft did a live session. While they were on-line I had them look at this issue. They tell me everything is addressed and pointed to where it should be, but they do not know why it does not work either.

I don't know all the details of this situation so bare with me if the questions are trivial to you.

assuming your using a 192.168.1.xxx scope and you created a 192.168.0.xxx scope a 255.255.255.0 mask wouldn't see the 192.168.0.xxx from the 192.168.1.xxx subnet.
I'm sure you already know that and have probably changed to a 255.255.0.0 mask or something a little tighter like 255.255.254.0
But my question is did all of the clients renew their lease to get the new parameters? If you didn't force the release/renew it could take several days depending on the lease time as well as all your static addresses.

Pretty trivial point but sometimes we "can't see the forest through the trees" when we are under the gun. ;)

If I was out in left field try to post some more details if you don't mind. :)
