Resolved Date And Time Format

    I have set my preferred date and time format settings in Control Panel but they
    keep changing after a few hours. I clicked the reset and apply and ok after
    resetting but they still change?.
    I want the short time and date format i.e.
    7.15pm and date 21/5/14.
    But the format has changed with the date 21/05/2014 and the time 19:15?.
    I get tired of going to Control Panel over and over again to reset this.
    What can I do to make my format permanent?.
