CPU Usage is 100%, even while doing nothing. I downloaded, installed and started Process Explorer. It shows Hardware Interupts at 33% to 39% CPU. It shows Deferred Procedure Calls at 27% t0 31%. This happens, whether doing something or nothing. Nothing else comes close to this.

Task Manager Cpu jumps around a lot. Process Explorer stays put. It lists Hardware Interupts and Remote Procedure Calls as the big users, (what ever they are).

Process Explorer is good but apparently you're missing something here. Those two figures still don't add up to 100%. Open task manager and click on the cpu column (right where it says cpu) at the top. This will sort them so that the process that's using the most of the cpu's cycles will be listed either at the top or the bottom. If it's at the bottom and you want it at the top, click on cpu again. You can then watch it and see what it is that's using the cpu when this occurs.

The 2 things that I mention each use more than anything else. They constantly use 60% to 70% of CPU Usage, and it will sometimes spike to 80%. Other things use the rest, including Process Explorer. My other computer uses 0% while doing nothing. The problem computer will not be on untill tomorow. I will try to find the other things that are using CPU, and get back here then.

99% of the time this issue is caused by malware. I suggest scanning the comp w/ up-to-date antivirus AND anti-spyware programs in Safe Mode only. You should be able to get an idea of the culprits by booting into Safe Mode and examining what loads at boot on these registry keys:
    1. Start > Run > regedit
    2. drill to HKCU > Software > Microsoft > Windows > Current version > Run
    3. 2. drill to HKLM > Software > Microsoft > Windows > Current version > Run

Boot into Safe Mode w/ Networking and download HijackThis here:
    http://www.spywareinfo.com/~merijn/programs.php

Run it, save the scan results and post them here. We can then see what's going on.

Spyware is like a Cancer - a terrible parasite

You need more Ram , a more powerfull computer or even more likely you have an attack of spyware / malware

There are a number of diffirent products to detect and remove spyware.
Everyone has their own favorites .
The key is do the updates just like on an antivirus program.
Best to go into safe mode to do this .
Run a number of diffirent antispyware products .
They are derived from diffirent origins and seem to find diffirent deadly things that the others miss or do not catch.
Some of the newer spyware will prevent you from updating the spyware defintions of the more popular antispyware programs such as adaware
Be carefull of look alike names of actual spyware products that have similar names as bona fide spyware removal products.

    most widely used

    also recommended

you may have to use spybot first if the spyware prevent you from downloading the adaware updates .
If you can go into safe mode with networking to download the updates

    a functional 30 day trial:

You might want to go through your startup list via MSConfig and look for any unwanted programs in your add / remove program control panel

you can use the standard Msconfig or

    http://www.download.com/Startup-Inspector-for-Windows/3000-2086_4-10452094.html?tag=lst-0-4

After it is all over go into safe mode and look at remnants of spyware programs in your program directory. They can reinstall themselves. Very cunning.

If you are unsure if a program is spyware / malware google the program or file xxxx spyware and see what other people have found

It is a time process one step at a time.
The only problem is that often spyware is like a cancer. Once you remove it so much damage has been done that often the drive has to have the os reinstalled or worse.

    fun and malicious games
the only thing i can never figure out. Of what advantage is it so spyware developers to create such traffic that your internet connection is overwhelmed. Then you cannot get internet or any of their precious ads.
Sort of like the parasite killing the host.
Many people get new computers thinking that their computers are slow when the main culprit is spyware

Some things that are using CPU are:
Services and Crontroller App (Services are Event Log and Plug&Play). 7% to 11%.
Windows Explorer. 2% to 11%. How can that be when doing nothing.
    McAfee Firewall. 0% to 9%.
    5 svhost.exe. 0% to 3%.
    System. 0% t0 8%.
23 Processes runing. Everything slow to a crawl. Have not timed bootup. Usually start bootup, do something else and go back.
Loaded Hijack This to Removing Spyware and Viruses. No replies yet. Mod http://www.windowsbbs.com/showthread.php?t=64059
Ran Spybot, AdAware, and Virus Scan. Nothing. Anti Virus took almost 3 hours. Did not try this on the web. I cannot imagine how long it would take on the web, by DSL.

Since Hardware Interrupts mentions Hardware and the D-Link wireless card is hardware, maybe the problem is there. All I can think of is D-Link, Keyboard, and mouse. D-Link has a driver. I disabled D-Link, and CPU Usage dropped way down. Of course I cannot use the internet. I will get with D-Link tech, and try to learn what to do next.

I removed the D-Link card, uninstalled apps, reinstalled the apps, and reinstalled the card. I do get 0% to 30% usage by Harware Interupts and Deferred Procedure Calls. CPU Usage is not 100% most of the time. In fact sometimes the above usage by HI and DPC drops when other things use more. Also usage some times drops to 15% when not doing anything. Sometimes usage goes to 100% when starting an app and everything slows, but it does not seem to last long.

The antivirus took 3 hours? The antivirus will want to do checks on the system each startup and you should check when it is set to run a full scan (if it is so slow then it might be constantly running a scan while you are working on your applications). There is no CPU usage for the antivirus during a scan, but it takes all possible access to the HDD, then all other applications are slow to load up and run.

Check your file system. Do your disk clean up. In Control Panel -> Internet Options, delete the files and cookies, reduce the size of the Temporary Internet File folder to say 50Mb (it could be set to several gigabytes  ). Run Error Checking on the drives and do a defragmentation (one thing that I think drives antiviruses crazy is fragmentation of the Page File).

Try going offline and shutting down the AV. Check the CPU usage then.

If you have trouble running, say, defrag, boot into Safe Mode and run it there.

Look up the most recent updates for the chipset drivers.

There is a method to see what is scheduled to run at startup as far as installation of drivers and programs that require a reboot. Let us know if you want to check this (I have seen it mentioned in the forums). There may be something jammed in "scheduled to run at restart ".

AdAware, Spybot and Viruscan were run under Safe Mode, so no other apps were running. All temp files and Cookies that I could find were removed before that. Changes to D-Link seem to have solved the problem.
