can't access help and support in xp pro

Greetings,
I am unable to access the help and support files in Win.xp pro...
I have gone to the App Paths\helpctr.exe and the key is there..
Also ran regsvr32 ole32.dll, hhctrl.ocx, itss.dll, msxml3.dll, jscript.dll, vbscript.dll, helpctr.exe -regserver...to no avail...any help will be greatly appriciated.

Go to Kelly's Korner, scroll down to line 235 and in the left-hand column, click on "Restore Help and Support Service" to download a small .reg file.

Once you have the file saved to the hard drive, run it according to the directions at the top of the Kelly's Korner page.

If your antivirus objects to running the file, ignore it. The files from Kelly's Korner are safe.

If you prefer to do the registry edits manually, you can open the .reg file in Notepad to see what edits you need to do.

235 didn't work...I will probably have to reinstall XP over itself to gain the files back. I tried repair from the cd but it could not find the file?
I don't know what happened or how the files got lost as I have never used help and support..
